Archive note: This page was created to announce PGI meetings in Lusaka from 15 to 23 August 2026. Those dates have passed. Contact the team for current meeting arrangements. The earlier announcement is not a current invitation or confirmation that incentives linked to those dates remain available.
Buying a property in Dubai while living in Zambia starts with a practical question: what role should this property play in your life and finances? You may want a place to use during visits, an apartment to rent out, or a home your family could move into later. Your answer changes how you choose the property. A home reserved for your own use during some months should not be budgeted as a rental producing income throughout the year. A property still under construction cannot meet a housing need that starts next month.
The distance between your home and the property makes organisation important from the outset. You will need clear documents, a named person responsible for follow-up, and a plan for payments and transfers. That does not require a rushed decision or viewing dozens of projects in one day. Narrow the options gradually until you understand why each property remains on the list and which information might lead you to rule it out.
Separate the purchase budget from money for everyday life
First, decide how much you can allocate to the purchase without affecting other commitments. If the money is connected to a business, separate the funds available for investment from the working capital that business needs. A balance in a company account is not necessarily available in full for a property payment, particularly when expenses or liabilities will fall due over the following months.
Ask for a written breakdown of the property price, fees and expected expenses before the home can be used. Your budget may include preparing the home, professional advice, financing costs, insurance and initial operating funds. Add a separate reserve for months when the property produces no income. This reserve can help you make maintenance and letting decisions calmly, rather than accepting the first offer because you urgently need cash.
If you choose an off-plan property, turn the payment plan into a schedule of dates and amounts. Test your ability to make the larger instalments, not just the reservation payment. Do not make selling before handover the only source of funds for a fixed contractual obligation: neither finding a buyer at the required time nor the price they will offer is guaranteed.
Understand currency conversion before a payment falls due
The Central Bank of the UAE explains the dirham's peg to the US dollar in its overview of the monetary system. This peg does not fix the dirham's exchange rate against the Zambian kwacha, nor remove the effect that changes in the currency of your savings can have on the purchase cost. Show the payment schedule both in the property's currency and in the currency you will use to fund it.
Ask your bank about the documents required, expected transfer time, fees and the amount that will actually reach the beneficiary. Do not compare transfer quotes on the advertised exchange rate alone. Keep the correspondence, payment confirmation and property reference together, and allow enough time to address any missing documents before the contractual deadline.
When you receive new payment instructions, verify them through an independent official contact channel you already know. Matching the beneficiary name, project number and payment reference against the documents matters more than sending the transfer quickly. Do not rely on an unexpected message claiming that the account has changed, even if it names someone you have dealt with before.

Ask for information that reveals the property behind the photographs
A comparison begins with a clear address, unit number and readable floor plan. For a completed property, request a continuous video that moves from the entrance through the rooms to the balcony, showing storage, windows and the kitchen. Attractive photographs are useful for becoming familiar with the space, but they may leave out a tight corner, noise or an area that needs repair.
For an unfinished project, distinguish renderings from current progress photographs. Ask when the photographs were taken, the project's official name and the documents relating to the unit. You can use Dubai Land Department's Project Status Enquiry as part of your research, alongside reading the contract and checking payment details and the recipient of those payments.
If you can visit Dubai, set aside part of the trip for inspection and travel at the times that matter to you. Try the journey to work or school, and begin the viewing at the parking space and building entrance. Notice how easy it is to carry bags, wait for the lift and maintain privacy inside the home. These observations help you compare options more effectively than rushing through several showrooms without enough time to ask questions.
Remote management needs clearly defined authority
Before appointing a property manager, ask for a description of the services and accounting arrangements. Who chooses the tenant? Who holds the keys? Which expenses need your prior approval? When will you receive the financial report? You should also know whether regular visits, marketing and contract renewals are included in the fee or charged separately.
Discuss how urgent faults will be handled when you are far away or unavailable. An agreed spending limit and clear procedures reduce delays and misunderstandings. Ask for invoices and photographs of completed work to be retained, and agree how accounts will be reviewed. A lower management fee percentage does not automatically mean a better service or outcome.
If you will use the home during holidays, mark the periods reserved for you before preparing rental projections. Do not count the same nights as both personal stays and expected revenue. For short-term letting, assess licensing, requirements and operating costs separately, rather than assuming that any attractive apartment can immediately be listed on booking platforms.
Ownership, tax and residency are three separate matters
Decide whose name will appear on the purchase documents, and consider your family's future needs. Individual ownership, joint ownership and buying through a company differ in their procedures and implications. Discuss the appropriate structure with specialists who understand your position in the UAE and Zambia. Do not rely on a general marketing description to settle questions about reporting, taxes or a later transfer of ownership.
The Federal Tax Authority publishes a guide to real estate investment for natural persons explaining the treatment and its conditions. A particular treatment in the UAE does not, by itself, determine your obligations in your country of tax residence. Give your adviser the ownership details and intended activity, and ask for an answer specific to your circumstances.
Similarly, if the Golden Visa is part of your objective, verify the current requirements with the relevant authority before structuring the transaction around it. Buying a property does not automatically result in a residence permit. Choose a property that suits your use and budget, then address the residency application with the required documents and conditions.
How can you make your meeting with PGI useful?
Prepare a brief covering your budget range, purchase timing, purpose for the property and ability to visit Dubai. Explain whether you need finance, when funds will be available and who will follow up with you. You do not need to send sensitive financial documents in an initial general enquiry. First establish what is required and the appropriate channel for exchanging necessary files.
Then ask for a shortlist explaining the differences between the options, the full cost and the points still unresolved. Ask why each property was included, which alternative is comparable and what evidence supports any rental estimate. The aim is a decision you can manage clearly from Zambia, with a property you understand and commitments you can oversee, rather than a reservation driven by excitement about a temporary offer.
